Auctions and Bid Strategies for Offshore Wind

There is now a considerable track record of both open auctions and tender-based competitive awards for the allocation of offshore wind projects in the US and beyond. While BOEM's central Clock Auction design has remained relatively stable over the last 10 years, many countries have experimented with different types of auction and tender processes. BOEM's recent proposals to evolve their Clock Auction format for the next wave of auctions are more significant than they seem at first glance.

This course takes place from 12:00 until 17:00 CET.
Primary audience: This course is designed for regulators seeking to learn how to set up or improve their auction processes to maximize stakeholder benefits. It provides a chance to learn and sit together with other global regulators for meaningful information exchange in a space to speak openly.

Course Objectives

1 Provide a broad understanding of the use of auctions and tender mechanisms for the allocation of leases and offtake contracts for OSW in the US, past, present, and future
2 Extract learnings and insights from previous OSW auctions and cross-pollinate with relevant examples from other geographies and industries
3 Introduce the various dimensions of auction design and highlight the risks and opportunities of different formats and their practical implications for bidders
4 Discuss common concepts in bid strategy with game-theoretical examples and practical real-world case studies
5 Provide the opportunity to experience real-time bidding in an interactive auction simulation
6 Equip participants with an understanding of critical success factors for auction preparation as a bidder, auctioneer, or steering board member/investor
